UN African Union officials meet with nonsignatories to Darfur peace accord

Over the past week, the UN-AU Joint Mediation Support Team, led by the UN’s Pekka Haavisto and the AU’s Sam Ibok, has held talks with groups based in North Darfur and in Asmara, according to the UN Mission in Sudan (UNMIS).The DPA, which covers security, wealth-sharing and power-sharing, was signed in May 2006 between the Sudanese Government and part of the Sudan Liberation Movement/Army (SLM/A) with the aim of ending the fierce fighting in Darfur. The team met with Eritrean officials in Asmara to discuss the next steps of the political process as outlined in the road map presented by Secretary-General Ban Ki-moon’s envoy, Jan Eliasson, which calls on all parties to cease hostilities and prepare for forthcoming negotiations.Together with Eritrean officials, the team also met with First Vice President Salva Kiir in Juba in southern Sudan on 2 July to discuss the role of the Sudan People’s Liberation Movement (SPLM) in the political process. Mr. Ban has said there are four main tracks in which the UN is addressing the Darfur crisis: humanitarian, political, peacekeeping and development. At a press conference in Geneva yesterday, he called for stepping up the political process, which includes implementing existing agreements. On the planned UN-AU hybrid peacekeeping operation, he said, “the people in Darfur have suffered too much and the international community has waited too long. It is now high time for us to take necessary action and I hope that the Sudanese Government will implement faithfully the commitment they have made.” Meanwhile in Accra, Deputy Secretary-General Asha-Rose Migiro said on Monday that attention must be paid not only to fighters but also civic players in Darfur. “Apart from the factions, there is also a need to be more inclusive,” she told reporters. “There are women’s groups and there are other civil society organizations and these have to be part” of the solution.“This is a process that will take a bit of time but the two envoys have clearly set up a road map which we think is going fine and the United Nations is very much part of the support,” she said. 3 July 2007Senior officials from the United Nations and the African Union (AU) have met with the non-signatories to the Darfur Peace Agreement (DPA) to discuss next steps in the political process aimed at ending hostilities in the strife-torn region of Sudan, the UN Mission in the country said today. read more

UN relief wing hails private sector support to aid appeals after Myanmar

Private sector donors have emerged as a vital contributor to international appeals for aid after last month’s devastating cyclone in Myanmar, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said today.About $30 million in contributions has been provided by the private sector, including $10 million raised by the various national committees of the UN Children’s Fund (UNICEF) around the world.OCHA said the biggest individual private contributors include the Bill and Melinda Gates Foundation, which has given $3 million to non-governmental organizations (NGOs), and Total oil company, which has given $2 million and provided fuel to transport relief supplies.Many companies are channelling their donations through the Central Emergency Response Fund (CERF), which is managed by OCHA so that funds can be quickly directed in the wake of a disaster.More than 134,000 people are dead or missing as a result of Cyclone Nargis and the subsequent tidal wave, which struck Myanmar on 2-3 May, and as many as 2.4 million people are affected. The Ayeyarwady Delta area and the country’s most populous city, Yangon, are among the hardest-hit areas.Meanwhile, the UN World Health Organization (WHO) has unveiled its action plan to try to prevent the spread of dengue fever, which is endemic to Myanmar. UN Human Rights Council to hold special session on Libya

The United Nations Human Rights Council announced today that it will hold a special session on Friday to discuss the situation in Libya, as calls continue to mount for an end to the use of force against protesters and a peaceful resolution of the crisis in the North African nation. Friday’s meeting comes at the request of nearly 50 States, both members and non-members of the Geneva-based body. It will be the first time that a member of the Council is the subject of a special session. The last special session held by the 47-member Council was in December 2010, when it discussed the human rights situation in Côte d’Ivoire amid the post-election crisis.Meanwhile, the Secretary-General’s Special Adviser on the Prevention of Genocide, Francis Deng, and the Special Adviser on the Responsibility to Protect, Edward Luck, have added their voices to the chorus of UN officials speaking out against the violence in Libya. They expressed their alarm at the reports of mass violence coming from Libya, which include the reported use of military planes to attack protesters, the alleged involvement of foreign mercenaries in killing the protesters, and the arbitrary arrests of individuals including lawyers, human rights defenders and journalists. At least 300 people have reportedly been killed so far. “Widespread and systematic attacks against civilian populations by military forces, mercenaries, and aircraft are egregious violations of international human rights and humanitarian law,” they said in a joint statement issued late Tuesday.“If the reported nature and scale of such attacks are confirmed, they may well constitute crimes against humanity, for which national authorities should be held accountable.”  The Security Council yesterday called for an immediate end to the violence in Libya and for steps to address the legitimate demands of the population, including through national dialogue. Karuna Amman was a Minister in the former Government and was also an LTTE member. After leaving the LTTE, Karuna led the Tamil Makkal Viduthalai Pullikal (TMVP) and helped the army to defeat the rebels.Following the end of the war Karuna Amman joined the Government led by then President Mahinda Rajapaksa. Former Minister Vinayagamurthi Muralitharan alias Karuna Amman was arrested today after he appeared before the Police Financial Crimes Investigations Division (FCID).Amman was asked to appear before the FCID to record a statement on the alleged misuse of a Government vehicle. Mindbending anamorphic art makes the world look like software

first_imgAnamorphic, of course stemming from the Greek for “up from” or in this case “back” (ana) and then “shape” (morphe), is an appropriate description of just what you’re seeing in Felice Varini’s art. As in the image above, the art features real world spaces that are painted in such a way that all perspective is lost. You’re looking at a 3D space, but if you are standing in the right spot the painting appears to be completely two dimensional. To the technically inclined person, it appears as is there is a software overlay on the world in front of you, or maybe that you are looking through some sort of head-up display (HUD).This sort of anamorphic art works because it accounts for the viewer’s perspective from a given point and it compensates the image appropriately. Techniques like these are commonly used so that that images appear the way our brains think they should, but in this case it’s the exact opposite. We’re looking at a space where we know there is depth, but then the art is 2D. Everything is made more bizarre when you (quickly) realize the art is on a different plane than the background and that it does not feature any of the vanishing that you’d normally see when looking away from you (especially down hallway).The piece above is just one example of Varini’s work. Its pixel-like squares impart a technical, futuristic feel to it, but the anamorphic effect is just as incredible when featured in an old church, using circles:Or on the buildings in a hillside village:The illusion only works from a single point — move a step or two in any direction and your perspective will shift sufficiently that the effect will be lost. Of course this will vary based on the size of the project. The larger the project and the farther away you are, the less of an issue a few feet will be. This is one reason why the last image, the town of Vercorin, Switzerland, is quite so impressive from afar. Even so, the images of the actually painting in the church of the hallway above (the second image) make it clear just how warped the paintings have to be so that they can appear to be totally flat when we look at them.Once again, something that is incredibly easy to do in software — paint 2D over a seemingly 3D space — turns out to be difficult to do in the real world. In fact such paintings would be nearly impossible to pull off with conventional techniques, but Varini figured out a clever solution: he gets projects the image over the space and then paints over the projection. This gives him the exact areas that need to be traced, without having to plan out the perspective. The light and the contours do all the heavy lifting for him and this advanced effect is accomplished with just the simplest of tools.last_img read more

Legal news media company ALM has reached an exclusive publishing agreement with the Philadelphia Bar Association to produce the group’s annual membership directory; its quarterly magazine The Philadelphia Lawyer and the Philadelphia Bar Reporter monthly newspaper.“They had worked with a different publisher since 2003,” says Hal Cohen, publisher of ALM’s The Legal Intelligencer, a Philadelphia based daily law journal. Cohen will now act as publisher of the Bar Association’s publications under the new agreement. “Over the past few years we had talked about working together again and this year it came together and worked out. It helps us have a bigger stake in the legal community in Philadelphia.”ALM will now sell not only advertising but also copies of the association’s membership directory both in print and online. first_imgDomestic macro-economic data, coupled with progress on getting the goods and services tax (GST) bill through parliament will determine the trajectory of the equity markets in the week ahead, market observers say.What will also impact sentiments will be the position taken by foreign investors ahead of an imminent US interest rate hike, reforms and the pace of recovery in the industrial clusters near Chennai after incessant rains.”We expect markets to remain volatile with a negative bias ahead of the US Federal Reserves (US Fed) meeting mid-month,” Vaibhav Agarwal, vice president and research head with Angel Broking, told IANS.The chances of a US interest rate hike were heightened after the US Fed Chairperson Janet Yellen made hawkish comments, indicating a certain hike in interest rates during the mid-December policy review.On Wednesday, Yallen had said that she is looking forward to a US interest rate hike which will be seen as a testament to the country’s economic recovery.A US rate hike could potentially lead to a massive pullback of foreign funds from emerging economies like India.Furthermore, both the equity markets and the rupee are expected to open Monday’s trade weaker as a key US data – the non-farm payroll figures – showed healthy growth in November.The data showed that the US economy created 211,000 jobs last month against expectations of 200,000.”Going into the US Fed policy meet, an EM (emerging market) currency like the rupee will remain under pressure against the US dollar, as foreign funds keep exiting the equity markets,” Anindya Banerjee, associate vice president for currency derivatives with Kotak Securities, told IANS.”The FPIs (foreign portfolio investors) have been consistently selling since March this year. They are reallocating funds invested in Indian equities which are increasingly being viewed as over-valued,” hr added.Selling pressure by the FPIs has dragged the rupee’s value lower.However, on a week-to-week basis, the rupee gained six paise at 66.70 to a US dollar (December 4) from its previous close of 66.76 (November 27). Nevertheless, the rupee had dipped to a 27-month low of 67.01 on Friday.The value of the Indian rupee has been dented due to selling spree in the Indian debt and equity markets by foreign funds.Figures from the National Securities Depository Limited (NSDL) showed that the FPIs sold Rs.3,362.77 crore or $503.32 million in the equity and debt markets from November 30 to December 4.Data with stock exchanges showed that the FPIs sold stocks worth Rs.3,447.17 crore in the period under review ended December 4.The FPIs have taken out Rs.23,352 crore in August-September. In November, the foreign investors offloaded stocks worth around Rs.9,000 crore.On the other hand, the domestic institutional investors (DIIs) bought stocks worth Rs.2,308.29 crore during the just-concluded weekly trade.Besides global factors, upcoming macro-economic data points like the index of industrial production (IIP) and consumer price index (CPI) will affected investors’ appetite to chase prices.”Investors will keenly follow the CPI and the IIP data, which are crucial indicators of macro economic trends. The data points assume further significance especially after a below-expected eight core industries (ECI) and purchasing mangers index (PMIs) data,” Anand James, co-head, technical research desk with Geojit BNP Paribas Financial Services, told IANS.The monthly industrial production and retail inflation figures are expected to be released on December 11.In addition to the macro-economic data, progress or lack of it towards getting the GST bill passed in parliament will be a key trigger going forward, elaborated Pankaj Sharma, head of equities for Equirus Securities.”Next week, we think the markets would strongly focus more on what stand the opposition parties take on the GST bill and how the winter session progresses,” Sharma told IANS.”If both the government and the (principal opposition party) Congress reach a resolution on GST, it will be positive for the markets. Weather Delays Opening Of New I45 HOV Lanes In Montgomery County

first_imgThe new I-45 North H-O-V lanes extend almost 18 miles, from FM 1960 to the 336 Loop south of Conroe. One lane runs north, the other runs south, and drivers with at least one passenger will be able to access the lanes 24/7.“The lane will be just like the regular lane,” says TxDOT’s Deidrea George. “It will not be separated by a barrier. It will be separated by striping.” And George says it’s that striping work that’s causing the holdup. Crews can only do the work on a weekend but it’s been too wet. “So anytime there’s any moisture we cannot place that striping down because it just won’t adhere,” adds George. “And so the shelf life of that product just won’t last the years that it’s intended to.”TxDOT says if the weather holds out, they’ll try to work on the lanes again this weekend. Gray, Special to the AFRO, mgray@afro.comBehind the scenes, Curtis Symonds has been a player in the cable television industry for nearly 40 years.  In the dark ages when Black Entertainment Television was an idea that was looking for cable distribution, Symonds made it happen.  When ESPN was reluctant to broadcast Black College Sports, his conversations with their power brokers jump-started the national distribution of HBCU athletics on the worldwide leader in sports platform.As the digital marketplace expands, Symonds, a Central State (OH) graduate, is hoping to capitalize on the voracious appetite that HBCU fans have for their special brand of media programming. His “baby” – HBCU TV –   is a 24/7, 365, education, entertainment, sports and live events network based in the District that is distributed through the HBCU GO mobile app.Cable TV Hall of Famer Curtis Symonds brings HBCU TV programming to new mobile app. (Courtesy Photo) The HBCU GO app is a social network that allows friending capability. It provides both public hangouts, where any group of like-minded people can interact, as well as private “hangouts,” where users can invite a small set of friends for more private content interaction to comment on issues, events and entertainment that are interesting to them.“HBCU GO allows the same group watching behavior we used to have in our living rooms watching ESPN and BET on the couch together,” Symonds, CEO of HBCU-TV said.  “The HBCU community has been looking for a platform like this to get together and interact with live content and with each other.”Symonds and fellow cable industry veteran Clinton Evans, the network’s general manager, have been working to bring this creation to life for more than a decade.  Cable TV conglomerates were reluctant to allow the network on their systems and the difficulty to raise capital for launch on traditional media was a challenge for them as well.  Symonds developed a reputation with previous ventures that earned him a place in the Cable TV Hall of Fame last October, but it still wasn’t enough for any company to green light a 24-hour HBCU channel on their systems. Cable revolutionized the television industry during the 1980s because the multi-channel platform allowed for niche programming to give consumers a chance to watch what they wanted around the clock. The mobile application allows the network to reach its audience by using modern technology for on-demand content.   Symonds used HBCU TV and partnered with Kiswe Mobile to develop and launch the new app which is available in the Apple and Google Play stores.  Its content can be streamed by phone and tablet and downloaded to computers. The current programming features sports, lifestyle and education stories related to HBCU schools.“Mobile is the video platform for a younger generation,” Symonds said.The model for creating new programming since Symonds was executive vice president for Marketing and Affiliate Sales at {BET} has changed.  Before there was an internet and mobile communication, broadcast programming was created for TV and radio distribution. Now the digital platforms give both professionals and amateur vloggers their chance to create and distribute programing immediately. Symonds says the network is  more than just a destination where the HBCU community resides to stay in touch for it’s news and information.  He is hoping the app will make cable systems take notice of a fledgling, well educated and solvent market that remains underserved and will sustain a network investment.  This is also a chance to re-brand the role of Black Colleges in the United States.“I’m on a mission to educate people on the value of HBCUs,” Symonds said.  “From athletes to brilliant scholars, we got to become a first choice instead of a fallback when kids are coming out of high schools.”Symonds explained that families must understand the major importance of historically Black institutions in order for HBCUs to continue to grow and flourish on a mainstream level.“When families can see the impact that HBCUs are still having [on the nation] it will change some views on the opportunities to compete in sports, on TV every week and the quality of a Black College educationlast_img read more
